HRD activities of DeitY are targeted to ensure availability of trained human resources for the manufacturing & service sectors of electronics and IT industry. Initiatives include identifying gaps emerging from the formal sector and planning programmes in non-formal and formal sectors for meeting these gaps. The Schemes/Projects initiated by HRD Division are monitored through Project Review and Steering Groups (PRSGs). Funds are provided to the various implementing agencies for executing the projects. On completion of the projects a ‘Project Completion Report’ along with Utilisation Certificates, Audited Statement of Accounts is obtained from the implementing agency for formal closure of the project.
The various quantifiable deliverables/ physical outputs/ outcomes of major schemes/ projects are monitored through the Outcome Budget which is laid in the Parliament.

In addition, Key Objectives, Success indicators and Targets are monitored through the ‘Performance Monitoring and Evaluation System (PMES) for Government Departments’ under which a Results-Framework Document (RFD) is required to be prepared for each department.
